On Thursday corresponding to 3/6/2021, Department of Youth Affairs at the Ministry of Culture and Sports organized a participatory workshop with members of the team of youth national policy from official and academic institutions and bodies.

 

The Department of Youth Affairs gave a detailed presentation around the importance of Youth national policy in the State of Qatar and at the national and international levels and its mission to enhance the status of the Qatari youth and enable them build their competencies and capabilities as this will enable them to contribute and benefit from a politically stable, economically stimulating and legally supportive environment ensuring their full participation as active citizens.

 

On her part, Ms. Maha Al-Rumaihi, director of Youth Affairs at the Ministry of Culture and Sports confirmed that the work regarding preparing the national policy for youth comes within the framework of integration of roles and depends on high levels of partnership. Also, she indicated that there is an overlap between the youth file, various sectors and various specializations of the national bodies pointing out that the department of Youth Affairs strives to coordinate with all relevant bodies and authorities at all levels to prepare and plan after collecting information and data and then implementation process.

 

She said that the meeting discussed in details the main next steps for preparing the Youth National plan as the project is divided into three main stages. The first stage is collecting information and data and the second one is the stage of preparing the current status report that will demonstrate gaps, challenges and opportunities and the third stage is formulating the national policy in response to national needs and priorities.

 

Mr. Nasser Al Jabri, Head of Youth Work Organization and Development Section at the Youth Affairs Department explained that the meeting discussed in details the main pillars of Youth National Policy that focuses on national priorities of Qatari Youth and cooperation and coordination will be conducted with partners to cover and achieve goals of development and empowerment of youth.

He said that six main pillars are discussed as they are youth, education, research, innovation, employment and entrepreneurship and private sector in addition to youth health, full and effective participation of youth, the relationship between youth and means of communication and information technology and then youth and environment. He said that each pillar has been discussed in details and is divided into detailed sub-pillars. The administration indicated that at partners meeting, it will convene meetings and workshops with youth to elicit their orientations, opinions and aspirations in addition to conducting a youth survey to obtain a representative sample of the Qatari Youth.

 

Institutions participating in the meeting expressed their interest in the partnership to develop national policy for Qatari Youth. They offered support and assistance, each in its field. Also, they clarified the importance of coordination work conducted by Youth Affairs Department and importance of resuming work with the same approach through future coordination and follow-up. In this context, the international expert, Mohanad Hamed, specialized in planning and policies submitted his suggestions and presented the formulation of a strategy to ensure that the committee and partners will be able to implement the project when he headed the meeting, noting that he has a lot of scientific and practical experience as he worked in many international institutions and United Nations Offices and participated in the formulation and implementation of many development programs. He has mamy regional and international studies and reports and he is currently working as an expert with several United Nations offices such as the United Nations Population Fund for Gulf Cooperation Council Countries.

 

Youth National Policy is a document that expresses the State’s commitment to the issues of male and female youth as it is prepared according to participatory approach and aims at meeting their needs and providing opportunities to achieve their aspirations as citizens who have rights and duties while ensuring the development of youth at the personal and practical levels.

 

The importance of Youth National Policy in Qatar is represented in that it is considered the first of its kind in the history of Qatar in addition to being a guarantee of coordination between all bodies working in the field with clarification of roles and responsibilities in addressing priorities that everyone agrees on. Also, it highlights the efforts of the State of Qatar in caring for youth and improving the global ranking of the State in Youth Development Index.

 

Youth Affairs Department pays great attention to participation and involvement of young people in preparing the policy as the owner of it and its belief is that it is necessary for the policy to reflect their desires, needs and express their aspirations and ambitions towards enhancing their role in the development of their country.

 

Youth participation in policy preparation is done within launching media campaign to introduce it and electronic voting via social media to determine issues that the young people would like the policy to focus on in addition to participating in virtual workshops to discuss issues and suggest solutions to be included in the document of the policy and discussing its draft document.

 

It is noteworthy that the list of parties participating in the meeting of preparing Youth National Policy includes Ministry of Endowment and Islamic Affairs, Qatar Media Corporation, Doha International Center for Interreligious Dialogue, Qatar Red Crescent, Ministry of Trade and Industry, Qatar Society for Rehabilitation of People of Special Needs, Protection and Social Rehabilitation Center, Qatar Foundation for Social Work, Doha International Family Institute, Qatar Development Bank, Ministry of Development, Administration, Labor and Social Affairs, National Human Rights Committee, Ministry of Education and Higher Education, Planning and Statistics Authority, Ministry of Interior, Qatar Foundation and Ministry of Public Health.
